Earlier that day, Judge Kevin Chason had ruled on the two cases filed by Jenkins and Cook against Mock, Smith, and Dymple McDonald. He overruled the recent legislation reconstituting the Randolph County BOE, and ruled that Cook will remain Chair. However, previous Randolph Boards of Education had "adopted certain policies and procedures that are contrary to our basic tenets of government and that are designed to prevent free legislation in matters". He went on to rule that "any member shall have the right to include an item on the
agenda", in accordance with the Georgia Code and BOE policies [these appear to conflict]. Any ruling of the Chairman may be appealed by any member of the Board of Education to the members present at such meeting and a decision of the majority of the board of Education voting on such matter shall prevail". He also lifted the temporary injunction and will allow the BOE to pursue the termination hearing for Jenkins.

This meeting consisted primarily of Jenkins providing an explanation of the budget for the board members. This budget will require a one mil increase from the current 16.10. Smith requested that Jenkins search for any possible cuts. The Randolph County librarian requested an increase of $500 in the public library's support.

In this short clip, Smith asks for more consideration of possible cuts. Cook said that he must have failed the board training, and that his opinion had no logic. The only way to cut the budget would be to cut positions, and that "people need their jobs". Cook told Jenkins to issue a letter saying that school would not open on time, and that staff would not be paid after August. When Smith objected to Cook's unilateral instructions to Jenkins, Cook stated that he was "not a dictator". Cook suggested that the board members donate money to the library from their salaries.

  • I heard what the guy in the beige shirt said and agree with the elderly white guy.....beige shirt DID just tell Jenkins what to do, then he denied that's what he did.
