why would anyone bring a rover fitted with a nuclear reactor to the public

@MsBobBlob Legal regulations aside, this was to test the mobility systems while the chassis was still being built. They assembled the scarecrow version that was sufficient for the test. Besides, just plugging it in with an extension cable is a lot easier.
