Most of the people that were killed probably weren't wearing their seatbelts. So they probably got thrown around, maybe fell outside of the bus as it was rolling, etc.
Unless the roof or side of the bus was smashed in enough to reach the people in their seatbelts. Or unless the bus caught fire. There's also shards of glass or metal peeled away from the frame of the bus.
And the people who were wearing their seatbelts were probably hit by those who weren't.
