Dear sir,
I agree with you that the State is the only authority to declare Jihad, but kindly describe the efforts one must take if the State is not doing something to stop oppression against our brothers despite obvious events of injustice and affliction. If for some reasons, the State is not taking action despite huge public demand, then What is the role of an individual to stop this persecution?
