But I cannot stress this enough, if you do not impersonate Charlie by equipping his hat after he dies and going outside to the woman, then you will not get to keep the hat after the quest.

The way to get the top hat is to receive the "Rescueing Charlie" quest, speak to the woman in the Gypsy Camp, go in the cave in Bower Lake, Kill the Hollow Men, Kill Charlie (it will take a while before he dies, when he does you'll get his hat). After this you need to equip the hat to your character and go outside the cave. The woman will be outside, and will think that you're Charlie! For doing all this you get a lot of renown, a golden burden augment, and you get to keep Charlie's hat!

Don't just buy it from Knothole Island. And 1m is a shit offer I wipe my ass with that but yeah I guess for a top hat u could buy for less than 1k is good.
