I half-finished this one and put it on the back burner for a while. Today, I finally decided to finish it, and I rather like the finished product.
After doing this video, I'm amazed at how fruity Robotnik often acts.
As a side note, please keep in mind it's VERY hard to do lipsyncing to American animation since it's not just lips flapping like in anime.

Thanks. Now I'm glad I was so obsessed with this series as a kid it wasn't hard for me to think of clips to use.

the reason anime characters lips flap is because the japanese language has less vowels than english. it looks fine in japanese but when you watch it dubbed in english it looks like they are flapping there lips

Actually, the reason is that most of the time, all dialogue is animated before or while the audio is recorded. This saves money, but reduces quality. I have nothing against anime-- I love it-- but this is a well-known fact about how it's made.
I've seen lots of anime where the dub actually fits the characters' mouths' movements better than the Japanese audio does.
