THE welsh music scene, where bands such as the Super Furry Animals and Catatonia began their journey to international fame is under threat due to a change in royalty distribution.
The Welsh composing and music publishing sector is in meltdown. The Performing Rights Society (PRS) which licenses shops, restaurants and supermarkets to play background music, and also collects royalty payment on playlists broadcast by the BBC, S4C and commercial radio stations, has changed its fee structure. As a result, an income stream of £1.5 million a year has been reduced to Welsh language composers and publishing companies and is projected to collapse to £250,000 by early summer.
Cambrensis Communications has been commissioned to conduct a feasibility study for a Welsh Performing Rights royalties system. Arwel Ellis Owen who will lead the investigation, assisted by Deian ap Rhisiart, said we are keen to contact Welsh composers and publishing companies to know their circumstances, and to jointly consider various alternative vehicles for recognising, their unique contribution to the economic and cultural life of Wales.
