He needs more practice. There are times when I can't get a reading, but I don't think I've ever been completely unable to hear ANYTHING unless it was a noisy environment. If that were the case, I'd just palp it.

You need to reduce the pressure till you hear the first pulse (systolic) and pay attention to the point where the pulse can't be heard anymore (diastole)
