The reason why people like Liu Bei and Zhuge Liang weren't corrupt was because they were born into a humble peasant family/lifestyle. Zhuge Liang was a peasant by day, scholar by night; he traveled on foot, lived very humbly. As chancellor, he carried out the duties that was needed, and only took what was needed to advance Shu Han's greatness. He got cocky later because he won so many battles he began to get used to it. Ultimately, his luck was the reason he lost, Wei had more resources.
