theres no point in drawing comparison just because another cities is doing worse does that mean the 1.23m shouldn't be taken care of

As a matter of interest, I will do some search as you suggested on the poverty situation in Hong Kong. I will read and learn the issue. But it will not change my stance to prefer a stable and harmonious political system in Hong Kong.

I dont know how you have arrived at 1.23m people living in poverty in Hong Kong. I am not a sociologist. As a layman. However, I can look at the issue with regard to a number of things. We can compare our poverty situation to other countries. We can draw up the local poverty line with regard to basic provisions for living. We can take a close look at how our government allocating money to help out the situation. We have to find out why these people fail to get a share of the generated wealth.
