I agree with the silent alarm theory. Also, the civilian should have been arrested for reckless endangerment, disturbing the peace, and reckless operation of a vehicle. I am not siding with the officer. He should also be suspended and ticketed. One big difference when police are in pursuit of a car they are required to use discretion to determine weather the crime is worth the high speed pursuit. In this case speeding is not worth it!
