That's obviously a combustion air intake. They're in any and all newly built homes to provide combustion air for gas water heaters and or gas clothes dryers. Typically the furnace will have it's own that dumps into the furnace return air duct. This guy sounds like he knows what he's talking about, but he's nuts if he thinks that's any kind of radon mitigation system.

It looks like a fresh air intake for a gas appliance to me. In 25 years in the radon field I've never seen anything like this for radon.
