Actually i have both ATI and nVidia and ATI has HD graphic Cards And so as nvidia but here is not much difference

ATI HD5890 is much better than GTX295(For me is this Card only for LowEnd User.)
For Playing im use the CPU AMD Phenom II 965 BE(24/7 stable at 4x4,7ghz)
and for 3D rendering im use four AMD Opteron 8439SE(24/7 stable at 6x4,2ghz, together have all CPU´s for Rendering 24cores with 4,2ghz)

I have a 7950GX2 so it does not have PhysX built in, how will my game experience change in games that do support it if I got a physX card?

Best not get a PhysX card at this point, Nvidia's focus with PhysX moving forward will be running on the GPU. Just wait until your next upgrade, all post 8 series Nvidia cards support it.
In terms of how your game experience will change it depends on the game and whether it supports PhysX. To get some examples look up Mirrors Edge and Cryostasis PhysX videos.

would a ppu help out non physx supported games? I have an 8800gt and apparently they have a built in small physx engine, but would buying one of these give me a higher frame rate hit (not just in aid with this card but with cards to come)

PhysX hardware acceleration has no impact in games that don't apply it, even if the engine has native support for PhysX like Unreal Engine 3.
Also Nvidia bought out Ageia and are doing all PhysX support on Nvidia GPUs now, there would be no point in buying a PPU today.
