Who is Accountable?
An Education Documentary
“Who is Accountable?” is a film documentary that examines the root causes of why the academic achievement gap between white children and minority children has not narrowed since the 1954 Brown vs. Board of Education Supreme Court decision.

In public schools across the country, white children perform at four to five grade levels higher than children of color. “Who is Accountable?” explores the reasons why this achievement gap exists and how it has been
sustained. This riveting documentary also reveals the reasons behind the large disparities in resource allocations between public schools in high income, low minority schools compared to low income, high minority schools.




Through interviews with State Superintendent of California’s Public Education Jack O’Connell, City of Los Angeles Mayor Villaraigosa, USC Professor of Education and Fiscal Funding Expert Larry Picus and many others, “Who is Accountable?” reveals the impact that District Funding Formulas have on the inequitable allocation of resources. In interviews with California State Senator and Chair of the Education Committee Gloria Romero, and City of Los Angeles District Attorney Rockard Delgadillo, “Who is Accountable?” uncovers the correlation between drop out rates and the juvenile incarceration rate.

“Who is Accountable?” further examines the relationship between teacher qualifications and academic performance, drop out rates and college readiness of high school students. Why are there disproportionate percentages of 1st and 2nd year teachers, non-credentialed teachers and non-performing teachers in inner city public schools compared to their counterpart suburban schools? What impact does the disparity in teacher quality have on the quality of instruction? These and many more issues are revealed in this educational documentary called “Who is Accountable?”
