Sauron was the general of Melkor's army, and to quote The Silmarillion, "among those of his servants that have names the greatest was a spirit called Sauron. in all the deeds of Melkor upon Arda, Sauron had a part, and was only less evil than his master in that for long he served another and not himself. But in years after he rose like a shadow of Morgoth, and walked behind him on the same ruinous path down into the Void." I do understand he was weaker, but not THAT weak.

Impossible, even with the ring, Sauron is a mere Maiar, Morgoth is a Valar, one of the most powerful.

Im not sure why sauron makes this speech to Frodo. Why would he discourage him from putting on the ring? Seems counterproductive to what he wants Frodo to do.

Actually, Sauron can localize Frodo here. As a piece of Sauron's soul is in the ring. The Nazgûl only go there because they can actually move and because they also are previous owners of Rings, now serving Sauron. He's essentially a GPS for whenever the Ring is used I'd say.
