As a Tibetan Chinese, I can tell you that Tibet has been a part of China for over 3,000 years since the Tong Dynasty.

I hope you realize the sort of impression your government and those of the other Western ones are casting. It is 2012 and Asia is rising, yet we see not one Asian or African for that matter taking the MD seat, ever, in the history of the IMF. Are we incompetent? The pattern seems likely to continue. UN Security Council, again dominated by the Westerners. Why is Europe alone holding 3 permanent seats?
