@nismoz31turbo I believe it was from New York Barbell back in 2006. They no longer sell the 60-pound set but now sell an 88-pound set (even better).

The chains are used for the same reason they are used on squats, bench press and deadlifts - to increase the progressive resistance going up, to get past sticking point and get stronger.
