The Soviet Union was a socialist society. In Marxist terminology, a socialist state is one moving toward Communism but not there yet. And the Soviets knew this, which is why it was called the USSR and not the USCR.
The Soviet Union did some good things, but Communism requires democracy, which they never really had.
