On December 6, 2011, the Senate Judiciary Subcommittee on Antitrust examined the pending merger between giant PBMs Express Scripts and Medco Health Solutions. Among the witnesses were executives from both companies as well as representatives from pharmacies, pharmacists, and antitrust experts.
Nobody in this dysfunctional stage play has an effective answer, nor does anybody take responsibility. As long as the government plays overextended, confused and conflicting roles in prescription payments and the major players remain fundamentally complicit, destructive turf wars will continue between government, employers, health plans, PBMs, manufacturers, wholesalers, pharmacies, pharmacists and patients.
