My guess why the sound of the whistle changed between 1998 and 2008 was either the whistle was dropped or they haven't calibrated the whistle yet.

@cims1 The whistle is a 6 chime, and it's the same whistle she had during this video.

When I was there in 2007, the whistle on the 19 during the 07 season was a Nathan 5 Chime, but that sounds like either a different whistle or that it wasn't in bad shape than today.
