They are right which apply to ALL citizens. ALL the citizens is a group. ALL the citizens are collectively, the government by definition through their represenatives. STOP trying to rework the Constitution to fit your particular view. That is the job of the SCOTUS and since they have ordered the freeing of one of the ENRON CRIMINALS this week, I can say that the BUSH appointees were a HUGE mistake. BUSH was elected by ENRON. I agree that some even many of the Founding Father believed in universal (except slaves) gun ownership. However that DOES NOT in ANY WAY explain away the FACTS that the Founding Fathers were careful and learned men and decided NOT to word the Second Amendment the way YOU interpret it. What they DID decide to do was to protect the rights of a WELL-REGULATED MILITIA to own guns. THAT is PRECISELY what it say and PRECISELY what it means. NOW if you want ot AMEND that, then by all means go ahead.

Not at all. 19 and 26 simply guarantee the right to vote, which is definitely an individual right--indeed it is private to the individual and secret. The 23rd isn't even about rights, but about the special status of the District of Columbia.

The 2nd amendment says that "the right of the people to keep and bear arms SHALL NOT BE INFRINGED." The meaning is clear.
