This skull is located on the second tower so, after shutting down the first tower, grab the hornet and fly over to tower 2. Once you land, head up the staircases as if you were going to the entrance, but just before look towards the centre to see the dividing staircase that leads to a platform. Walk to the end, the skull is sitting on the ground.

PEOPLE THAT DONT SEE IT READ THIS

you have to be on normal heroic or legendary and you can't start at rally point you have to start at the beggining of the level

i started on normal too ive done the mission maybe 4 or 5 times tried it on all difficulties except easy ive done this on my friends account but the skull is never there on my account i dont understand why ive tried before and after killing everything what have i done wrong???

@TheMadman37 When you get the hornet be sure to stay to the right immediatly. The tower that you are talking about is number 3, the skull is on number two. That tower is cleaned by the elites and there are no enemys.
