Apple could not function without critical R&D from public institutions, which operate by way of public taxpayer funds. It is the public that takes the risk and makes investment in new technologies. That's true for MIT as well as the military, and everything else that gave us computers, Internet, containerization, etc. Private companies step in to make $.
HR's strategic potential is more easily increased in a company that is willing to spend little on 'human capital.' That means hire workers willing to tolerate depressed conditions - no options for unionizing, willing to work longer hours at lower wages, etc. This type of stuff is the reason corporate profits are soaring and real wages have been declining for 40 years. Making every part of one's business 'strategic' ultimately means crushing the workforce.
