Its 2000 yenn for cover after 8pm. Our party got there at 740 and stayed till 810 just to finish our drinks and they didnt mind.

Ha ha, I have been to this bar and no you do not need to be a guest of the hotel. Just pay for something up there and they'll let you sit there and admire :D
