Actually CO2 is slightly poisonous and its toxicity depends on concentration regardless of amount of oxygen. Although CO2 is more dangerous as asphyxiant gas (displacing oxygen in environment). Concentration of CO2 above 4% even with normal oxygen concentrations can trigger hypercapnia or effects of CO2 poisoning.

But on a small scale the inside will become super critical and will
cause cooler co2 to move to the middle were it is not super critical
like a Ranque-Hilsch vortex tube.

If you put a tiny sealed drum inside and was spun like a car tire and it had
a small hole one side and a axle on the other to spin it. Would a phase bounder form
from hole to the spinning inside tangent edge be formed?
A gas to super critical from the centrifugal force. The inside would have fin to help the gas get moving.
