The police are armed and retarded they all are overpayed under worked and most of them are fat so fat that they cannot do their jobs so all they got to resort to is brutality or to shoot you becase after 1 minute of work they are exhausted as hell they will shoot you and put that back up gun in your hand. @DBCOOPER888 is an idiot apologist for cops behaving badly.
While badges may give on duty officers, or those pressed into service while off duty, a number of "more rights" under certain circumstances, in general that tin star entitles an officer to no more rights than any other citizen.
While the off duty officer was not issued a ticket, he was called at home and told by a supervisor to go move the patrol unit the hell out of the no parking zone and probably chewed out.

Yeah, pretty much. Newsflash: Cops have discretion of who they ticket and who they do not. There's nothing illegal or legal about deciding to ticket someone or not, so long no bribery is involved.
