This is around the Broadway and Granville Area (Granville street is mostly shown)...I'm not going near that area if its snowing like that again.

That's called being unprepared. Buying equipment in advance is part of daily living. That includes food and candles if you have to stay home or if the power fails. Having chains, shovel, and mats in your car in the winter is a basic part of any emergency kit. The only thing stopping you from being prepared - is you!

There were no snow tires available this year for me to buy. There were no shovels. No salt. No side street paving. No budget. No buses. Failing skytrain. What are we to do? Stay home & shut the city down while we are at the mercy of tire, salt & non-existent buses? I hear what you're saying, but in practice even the government lacks the resources to make the buses operate. Quebec is in for a rude awakening when tens of thousands of workers can't get to work costing billions of dollars.

poor budget and management has cause this company to blow money on other things that are of higher importance. Obviously new tires or chains in not a priority in their minds, buying rejected equipment and parts from Germany and China is.

Vehicle licensing should include a declaration that the driver is prepared to chain up in icy conditions. Failure to chain up in the event of an accident would result in loss of insurance - simple. It'll clear the streets and get people to heed the police when they say, "don't drive unless it's an emergency."
