It doesn't stop by switching off a switch for 60 minutes, but the people who did it may in the future start taking other actions to change the situation.
Not everybody can engage in the other "denigrated" activities shown here. Earth Hour may not be as effective, but it has more impact in the millions of people that get the message who doesn't have knowledge of the other eco-activities.
