Why do you want to have an artboard inside of an artboard? How is it going to be printed?

If i have a multi page layout and i want to to re-arrange the artboards in another order how do i go about doing that? Sorry this is probably a stupid question but i can't find a way to do it. thanks in advance

Help! I'm trying to save ai to jpg and will save bigger than artboard because photo on it is bigger than artboard. Is there a way to do this so the jpg is same as artboard?
