Larouche proposes a 4 powers agreement between India, China, Russia and the USA and that the world power is moving from the Atlantic to the Pacific. He believes that the physical economy of production has been destroyed by the oligarchs leaving worthless financial assets and only a Roosevelt style recovery will only reverse this. These oligarchs, he says are malthuians believing in depopulation, de-industrialisation and keeping poor countries poor.
