A big budget squeezed into a smaller space helps. This is why some weekly or low budget animes look cheap and use tricks like repeating attack animations, having a character on a background that is so nondescript it can be used for any scene, etc. Fullmetal alchemist used a lot of cheap tricks to get budget down. Some series like Haruhi Suzumiya though have a larger budget to spread out and can animate each scene fully.

Some series are short, like 13-14 episodes to maximize quality etc .
