Yes I agree, this is a parody of Tesla's HAARP programme when he lost the favour of the American press. Over 700 patents were given to Tesla and most of them still remain Top-Secret today.
OMG i think we still have this video. the other episodes have some mummies or something, this is the one i watched and remember from when i was like 4-6 years old. this show was great back then i could watch this all day.
I used to watch this very same Superman short film at least five times a week when I was six-years-old. This is an example of how great cartoons used to be before they were changed into the louisy and soulless kind you see today on TV which concentrate on special effects, tastless new gadgets and slang. By the way, the weapon the mad scientist uses is actually inspired by the super weapon imagined by the great Serbian-American scientist Nikola Tesla.
This was one of my favourite Superman shorts, and it still looks great today.
Imagine how cool it would have been if Fleischer and co. made shorts about other heroes, like Batman, Wonder Woman, maybe the whole Justice Society of America.
They don't make 'em like this anymore. That's art in motion, not like the crap kids watch today, where everything is just a square with eyes because it's 'cool' to be 'wacky'.

Not much of a story or substance though. I prefer the Bruce Timm stuff...
