Rice hulls are an excellent building material. They have a high R-value, they are lightweight and easy to work with. They are also naturally fire resistant and meet U.S. building codes. You can put them in earthbags. Here's a standard 18"x30" earthbag. You can use this as a building block or possibly as roof insulation. And this here is a bigger 24" bag. So there are many things you can do with this. You can even make furniture. They make a very comfortable seat, much like a beanbag chair. These are rice hulls. It's the protective coating on the outside of rice. It's removed before you use the rice for food. Perhaps the best thing about rice hulls is the incredibly low cost. In some places, they're free. In this area they're about $25 for half a semi load -- a half semi-truck. The main expense is shipping, so try to get them locally and then the cost is almost for free.
