caging a dog when u leave the house is not cruel, leaving it out so it can eat your house and end up getting impacted and needing surgery is cruel. they obviously lock him up bc they know he is destructive. This is their attempt at keeping him safe. And not just beagles have separation anxiety. All breeds can have this. Beagles are escape artists. Its a hunting trait. Give the owners a break. But then again, you probably think that crate training a puppy is a horrible cruel act aswell.
