The tunnel doesn't need lights. It has a low posted speed limit and light traffic volumes, headlight use and the embedded reflectors in the road and on the walls are sufficient. The openings in the side wall of the tunnel allow for natural ventilation of exhaust fumes, as opposed to using an expensive duct work system - which would require large pump buildings and electrical service, out of place at Zion.
Great comment about it seems so long "you'll probably be in Nebraska" when you exit it . Most likely, there are no lights in the tunnel because it was built during the depression. Not likely to be any lights soon given the reluctance of the "tea baggers" to spend any money for the National Parks. They probably think it would be a good thing to sell it to a big corporation, so we can pay "fees" to have the privilege to use the tunnel. Remember Zion is not a right stated in the Constitution.
