Politicians lie. It's not that they always want to, but the truth is if they don't you won't vote for them. And sometimes they have the best intentions, but they have to go through the various legislative branches to get stuff done. So even if they have an agenda to get stuff done, they have to go through the proper checks and balances which means there is no way they can commit to honestly doing anything. At best: they can only try. That's how government by representation works; it's imperfect.
