The LCD meters used her are really not that expensive. You can pick up a set on ebay for around $8 each. Care should be taken when using a supply like this because he demonstrated, the capacitors remain charged after its powered off. To prevent this is add a bleeder capacitor to discharge them to a safe level. A good way to do this is with a SPDT switch that turns the PS off and enages the bleeder resistor at the same time.

Question: I know how to build a Current Regulator with an LM317, and a Voltage Regulator with another LM317. Could I make one of each(1 for current, another for voltage) and put them in series to control both voltage and current? Like connect the output of the current regulator, to the input of the voltage regulator?
