They're effectively using the rock-step as the beginning of each move and showing it twice to show the beginning and end of the move, or rather, the beginning of the next move.
Not sure why you're doing 2 rock steps per pattern -- that's confusing to learners. Also, referring to "single rhythm" as "single step" would be confusing to some learners since there are obviously 4 steps in each pattern (or 6 if you're doing 2 rock steps for some odd reason).
