Because the burka is completely without merit in the Quran. It's an absurd way of controlling and oppressing women instead of allowing them to dress in a pracitical attire like the men do. Muslim women don't wear chador or burka because they like it, they do it because they're brainwashed from childhood or forced by men, into thinking that "proper" women do that. The hijab scarf is perfectly adequate for following the Quran's instructions.
