The Circus pays a HUGE amount of money to rent the park. Several Thousand pounds. This includes a Water Supply and Waste Facilities. You'd think they'd unblock the drain for them. Ask the council what they did with the money.

i'm all for banning animals from circuses and animal rights.....but that's a fucking manhole, a place where sewage is MEANT TO GO, the council you can't believe is letting them do that, probably informed them when they got land permission where they could empty their shit buckets, i you're there to protect the animals then do that, and i cracked up when you said you had their numberplate....come on....seriously?
