According to Salvation Army history buffs, the phrase "on the wagon" was coined by alcoholics receiving the rehabilitation services of The Salvation Army. Apparently hay wagons used to drive through the city streets of New York picking up alcoholics to take them back to a Salvation Army facility. Hence, alcoholics in recovery were said to be "on the wagon."
