This happened due to intense thunderstorm rains falling over the Puite fire in southern CA. The water coming from the burned area is the reason for the deep black color of the water.
What's especially weird about this is that there's been no rain down at this level; everything is completely dry, yet here's this sudden black flood pouring through the area.
i would call that flash mud not flash flood

This was caused by an experiment. They use too much silver iodide in the clouds above the piutes. Please would somebody investigate.
