We only see one side of this story, are you video taping all the time? Were you taping before this all started? Maybe thats why they bug you, they think you are harassing them with the camera. Which is still your right to video tape your property, however if the taping is the cause of the harassment, wouldnt it be easy to avoid by just not taping? I would guess being taped all the time could get old quick. IF THAT IS WHATS HAPPENING!!!

If my neighbor fired up a shop vac at 6 AM, I would call the police! Ditto for the whistles - why aren't your neighbors calling the police on them? But have you considered raising and lowering your garage door on an empty garage? Carpooling with another worker? If you vary your routine, and let them see you as little as possible, it will get frustrating for them. They obviously need attention and are jealous as hell.

Perhaps she was a hippy back in the day and did far too many drugs, and that's why she acts like this... It's entertaining at least, though I could see it getting annoying if I had to put up with it everyday.
