I just recently read something about that. A cat's social world is built around scent, and cats smell each other's butts to identify themselves as friends or family. When you stroke your cat, you are reinforcing this family bond - he looks at you as a large cat that brings him food. So he raises his butt to freely offer you a whiff, letting you know that he is your family...perhaps your child.
Could be worse. My vet said my pet mouse pooped on my boyfriend from sexual interest. :-)
