FL Studio is a good choice. Also Reason is good. Both of those come with lots of synth presets and samples. They're very self-contained and music ready.
Give Buzz a shot tho. It's a rewarding program to use once you get a hang of it.
-
since it is complicated what would you recommend for a novice
-
Kind of. Buzz comes with a lot of synthesizers and effects. The synths have some presets too. So you can link the synths with the effects and make sounds like these, but it's a bit more complex than most music programs.
The drums are not part of Buzz. Buzz doesn't come with any samples.

Buzz Tracker is freeware. It's also pretty complicated and unintuitive as far as music software goes. Watch the BUZZ 101 video on my youtube page to see if it all makes sense to you. :)
There are a few commercial plugins used in this song: Whitenoise ZeroVector and Voxengo Elephant mainly. About $100 in cost. Not too bad. :)

also are all of those sounds in the program to begin with or not.

how complicated is this software and how much does it cost?
