This is crazy.
Look,tracking this people is very simple.Just help the family locate the origin of the phone calls.Identify the banks that operate western Union in that country.Inform the banks about the scam and tell them to inform their western union agents throughout that Country.Lastly tell the crooks that you have sent them money and give them wrong control number.
You can plant an undercover officer in all the western union outlets and wait for the crooks to come.
