I love making Buttercream roses! I learned how to make them a week into my internship. If you have a firm enough buttercream and a steady base I always to the inner pedal, then 3, then 5. And if It needs to be bigger I'll do the outermost layer with 7 pedals. My problem at first was that I didn't have a steady enough base and it would crumble when I grasped it with the scissors. Very pretty by the way.

where does walmart order their icing bags?

I have trouble with them too but for me what helps is to take is slow and count the petals as I go and watch how I hold the tip. And not overwork the icing. I live in a hot humid place and when I over work icing it melts and is near impossible to work with.

there really is no wrong way to do it, as long as the rose looks good and holds up, it doesn't matter how you made it. there are tons of different methods, nobody has to do it a certain way.
