beat this game in 11 and a half hrs no cheats the best way to do this mission is get a helicopter and land on the helipad kill lance and work your way down it worked for me

Recently started replaying GTA VC and decided to complete all the side missions first. I always wondered what the taxi jump was all about but I was able to use it to go to VC west before the road blocks came down. Went down to the pier where Col Cortez Boat is and after 30 something tries I was able to jump the fence, leap from the car and use one of the boats docked at the pier to go to VC west to finish the rampages and collect the other hidden packages.
