Klein says that opportunists will act when responsible people who would otherwise oppose them are disorganized, and the disorganization could be caused by anything which "shocks" a society, including natural disasters, terrorism, war, or propaganda. Then people who want to exploit the resulting opportunity will use whatever justification they can to keep their opposition disorganized.

After thinking about it, I believe she's right.
