I should let you know that he comes form Quebec, a French speaking province where learning english is not mandatory, so his accent is understandably French.

Holy mackerel! This ignoramus can't even speak English without sounding like a stereotypical beaver trapper in one of those dated Royal Canadian Mounted Police movies. I suppose that after investing so much of your resources in your wonderful healthcare system, there must not be enough left over to support even a modicum of educational standards.
